 It could be Impact, converted into shapes in a vectoring program (e.g. Illustrator) and then tweaked a bit more. My bet's on Impact.
Make sure to read the terms of agreement (if one comes with the font) if it's free. Sometimes the TOA will spell out exactly what is okay and what's not. If not, as was mentioned, it's best to contact the designer. Hope this helps.
This font was a detour from another font, which in the end worked out better than the first one.
