this is Oregon Wet (as opposed to Oregon Dry) by Pat Snyder 1991 -- the only difference is outlining the font

Anja Denali claims to be the author on dafont
created by Bill Horton 1990; updated by Doug Miles 1993
has had several name changes: Heidelberg, Christmas
this is VERY WELL known to be by Judith Sutcliffe (in 1992) and fixed by yourselves below Unknown
