Hi,

it's a real handemade font. To generate a typeface like this you could use a outlined font and add the horizontal lines and decorative elements with a vector-drawing-program like Inkscape.

How to get a outlined font for this? Go to the categories, select outlined, select outlined + serif and browse the fonts. Example:

There are other fonts with horizonatl lines. One ist called Maurice or Chevalier:

There was a free version distributed with StarOffice 5.1 called Chevara. The keyword is "Banknotes", go to fontscape an have a look at:
