I think Ivan was just suggesting Fontmesa as Foundry which has fonts with a similar style. I, too, am thinking that this is no typeface but lettering.

How does One create a font to get it like this, if there is no typeface? Is there then a program to beable to do this?

Yes, pep, there are. Plenty. But to make this into a usable font you will need a better image. A FAR (excuse me for shouting) better image.
