The closet lookalike to Helvetica Neue I've found is "Context"...almost an exact match really!.
The link to the free download is "http://www.ufonts.com/fonts/c/?page=42".
The fonts your looking for are:
1. "Context Light SSi Light" - 3rd from the bottom
2. "Context Light SSi Normal" - Bottom of page.

Chris, so sorry but I can't find this one. The best match I found for the basis of this (logo?) is the Context Reprise Black SSi Black Italic. Next best I found the Sans Black Italic. But none have the cut-outs, alas.
The good news is, that the modification is that simple that it is not too complicated to simulate this pict.

RF, I would not worry about the Volkswagen TS too much. After all that is a clone too.
It all started with the VAG (Volkswagen Aktiengeselschaft) Rounded. Cloned and copied by about everyone. QBF with their dark history renamed it Volkswagen, which started it's life as Softmakers Volkswagen Serial Black, SSI copied it and named it Adera Display, CDExpertSoftware made a (bad) copy and named it Adira Display but forgot to change the naming so it still refers to SSI. The Anja Eliane is the Adira Display renamed. Edson & Eliane took the trouble to change the copyright and naming in the Microsoft Unicode section but never took the trouble to bother with the Macintosh section, which is exactly the same as the Adira Display. It's a long time since you asked for this font.
It's name is Barracon Display SSi and Eightball seems right too. But I couldn't find it on the owners site (Southern Software).

If it where not for the 'R', there is one that would match and has been cloned under many names. Without claiming to be complete, and apart from differences in kerning and leading these would do the job:

ITC's American Typewriter Bold Alternate will give you the closest match - condensed to 62%.
Keyboard Alternate, a Southern Software (SSI) clone will do the same as will the others do, but these need to be condensed to some 64%.
BT's American Typewriter is not so good a match. Would need to be condensed to 58-59%
