This would be Helvetica Ultra Compressed if Linotype or Adobe were still "doing" it. However, Bitstream have created an identical twin called Swiss 911 Ultra Compressed. And, to convince you, I must turn to my good friend MyFonts.com.

As far as not wanting to pay for it goes, I'm afraid you'll have to if you want it. Unfortunately no-one here can tell you where to find it free because, as has been discussed before, doing so would more than likely spell the end of AbstractFonts. And nobody wants that. So you can either dig for it yourself or, better still, buy it.

Okay, nothing personal here, actually - it is personal, because I don't know many colleagues - type designers. I love Oksana, but I really see a great room for improvement in spacing/kerning. Maybe the default spacing is too tight, plus you need to work on kerning issues as well (well, if you in a pursuit of perfection. Kerning takes long time and it's a pain in the ass)
The pic shows the current spacing/kerning at the top and my view of spacing on the bottom.

Just made this font of my own handwriting... useful if you ever need a messy scrawl which doesn't follow many of the rules that normal handwriting is supposed to.
I did most of the special symbols from the basic unicode thing, although they get progressively messier and less polished... The accented letters (é,á etc) are all okay, though, and all the punctuation is present and correct.
