A good alternative to Franklin Gothic could be ARS Maquette (http://www.fontshop.com/fonts/downloads/arstype/maquette/) or Shinn's Brown Gothic (http://www.veer.com/products/typedetail.aspx?image=SHT0000007) or FF Bau (http://www.fontshop.com/search/?q=FF%20Bau) or Rian Hughes Paralucent (http://www.fontshop.com/search/?q=Paralucent) or FF Milo (http://www.fontshop.com/search/?q=FF%20Milo) As for the body, I'm a bit out of suggestions, besides Le Monde Journal.
