I'm very sorry but this time I can't help.
My first impression was this is a (one of many) Garamond. But apart from the ampersand the O forbids.
There are ampersands around like this one, even in roman faces but I can't find an exact match. Maybe someone else can with this pict. The same goes for the text. The O is a-typical. Not too many around like that, like the Venetian, Aurea Titling, Augustus and Imperator But they all don't match with the rest.
So, if you have a better - much better - image I can give it another try. But with this pict I am stuck.

It looks like Britannic Ultra (from Linotype or URW), but there isn't an italic font nor smallcaps, and the title letters are a little bit wider than the original letters.
It seems that you can do it in CorelDraw or Freehand with some patience... I succeeded with the D, A and Y .

Let me get this straight -- you don't mind paying for a pay font, and you don't mind doing work to get what you want?
You're a newb. But I like it.
I think your sample's closer to Lapidary333 than it is to Perpetua (the "a" tips you off, and Lapidary333 generally has a lot curvier descenders).
The "T" and the "r" will need to be modded, but it won't be too hard -- especially if you're working from the picture you have.
I don't know how much they'll run you, but Lapidary333 will be very useful to recreate the rest of the text in the picture. It looks like you'll need an italic and a smallcaps at the very least.
And no problem on the help. This is fun for me, partly because I'm a very sick person indeed.
