As for D'KORA, that would be the beautiful Carlton.
EDIT:
There is also one named OPTIcueno around. Copyright Copr. Castcraft Software, Inc. 1990-1991. Personally I like the Carlton better - better kerning.
EDIT AGAIN:
The OPTIcuenta is a meager copy. Does not have the full character set and no kerning pairs whatsoever.
With the Carlton, for the apostrophe use ansi 0149 [raised].

It almost sounds like you are describing Carlton. However it is not a free font. But maybe if you like it we can find you something similar.
