- not only generates a text line to show the (uninstalled) fonts but also has the html option on uninstalled fonts and lets me save the page with images of the generated text lines with hyperlinks to the font files.

Can't identify these fonts through traditional means.
The top "Complete" is similar to Garamond, and may actually be a variation of it.
Glass Service, i have no idea, the closest i could find was Oberon, and no variation seems to match close enough.
Any help would be appreciated.

You definitely need another application to convert your images into an complete true type font, f.e. the Font Creator Program. Make sure you buy the full version, cause only this includes the feature to import bitmap images.
