I need to use this font on another financial institutions' website. Please help

I have the gut feeling that this financial institution paid enough for a designer/artists and this is done by hand.

I would suggest you to browse Cartoon section here and on dafont.com.
Thank you so much for your help. I am going to scan the rest of the piece and upload as there is another font to go with this.
