Looks like someone has been merging the Savoy with another fraktur.

Remembered a free Capital Initials font that feels like the Savoy and the one you are after: Gothic Flourish. Hope this helps.

Looks like »Ruritania/Rothenburg« (for the initials) mixed with the lowercase of »Old London« By D. Steffmann.
